Stevens MP, Shadow Minister for Prisons and Probation responding to the report
from HMIP said:
“Transforming Rehabilitation has failed and failed spectacularly.
"Labour, probation practitioners, their trade unions and other experts in
the field repeatedly warned that Transforming Rehabilitation would do
more harm than good. And we were right.
"How can we possibly break the cycle of reoffending if we are unable to
equip and prepare those leaving prison with basics to enable them to have a
chance of leading a law abiding life? We are setting them up to fail. The CRC’s
’through the gate’ programme clearly needs complete re-evaluation; it was
designed to prepare prisoners for release yet none could provide inspectors
with any information on outcomes they have reached for prisoners.
"It’s time for the Tory Government to admit that privatised probation has
failed with huge social, and economic consequences and the government has no
plan B.”
